           UPON hearing counsel the Court made the following
                               O R D E R
                We had issued a Rule in W.P.(C)No.177  of  2013   since  the
           issue involved therein is of great consequence,  as  far  as  the
           citizens, and, in particular, the children between the age groups
           of 14 to 18 are concerned.    The  Union  of  India  has  already
           entered appearance in the matter and had earlier been directed to
           file its response, which has not yet been  filed.    However,  on
           account of the serious  nature  of  the   contents  of  the  writ
           petition, four weeks' time is granted to the Union of  India  and
           the other respondents to file their respective responses  to  the
           Rule; rejoinder, thereto, if any, may be filed within  two  weeks
           thereafter.
                Since this is not an  adversarial litigation as such, it  is
           hoped that all the parties, including the Union  of  India,  will
           treat the matter with all seriousness and take positive steps  to
           try and contain the menace.
                List the matter after six weeks.
                Let the application for impleadment, being I.A.No.1 of 2013,
           be also taken up on the next date.
